CIVIL ENFORCEMENT
INCOME EXECUTIONS
Income Executions are typically entered into our Docket and served upon Judgment Debtor(s) within 1 business day. In the event no payment is received from the applicable debtor, employers are served on the 21st day. Our office will continue to follow up with employers until the execution is properly processed for garnishment payments, unless employers provide a valid reason why they can't garnish at this time.
PROPERTY EXECUTIONS
Property Executions are typically docketed within 1 business day. If the garnishee is a bank, you can expect the Marshal to serve the garnishee within 1 day of entry in the Marshal's docket. Banking institutions typically pay or respond why they are unable to pay within 30-40 days following service by the Marshal.
EVICTIONS
Warrants of Evictions are obtained and enforced by the Marshal's office. Warrants are difficult to obtain as they are issued by the court, but Marshal Kemp's staff will advise you what documents are required in order to do so. Once obtained Marshal Kemp and his independent process servers will execute the Warrant in a professional manner.
SEIZURE ORDERS
City Marshals can enforce Orders of Seizure entered in the Civil Court of the City of New York. Orders of Seizure are typically sought by holders of a UCC Article 9 interest seeking to recover the subject personal property.

Additionally, City Marshal Charles Kemp has prior experience as a licensed attorney having practiced in the fields of debt collection, landlord tenant, and corporate law from 2007 through 2021.
